University of Lakki Marwat has released a Bid Invitation in Date of 22 April 2021 in different Daily Newspapers of Pakistan.
INVITATION OF BIDS
CONSTRUCTION OF ADMINISTRATION BLOCK & ACADEMIC BLOCK
(PACKAGE-l) AT UNIVERSITY OF LAKKI MARWAT.
1. University
of Lakki Marwat, Khyber Pakhtunkhwa invites sealed bids from reputed/intrested
firms/contractors for "Construction of Academic Block & Administration
Block (Package-I) at University of Lakki Marwat, Khyber Pakhtunkhwa having adequate
experience in carrying out projects of similar nature, valid registration with
Pakistan Engineering Council / Khyber
Pakhtunkhwa Public Procurement Regulatory Authority in minimum Category C-3
with relevant field of specialization valid Sales Tax & Income Tax registration
and who are on Active Tax Payers’ List at the time of Submission of Bids.

Bidders may purchase the Bidding Document/papers up to 07/05/2021 during
office working hours from the office of Deputy Director Works, University of
Lakki Marwat, Khyber Pakhtunkhwa upon payment of non-refundable fee of Rs.
7,000/-Rupees (Seven Thousand only) in shape of CDR’ Bank draft in favor of
Treasurer, University of Lakki Marwat.

Under Single Stage - Two Envelope Bidding Procedure, one envelope containing the
Bid Price shall be clearly marked "Price Bid” and the second
envelope containing Technical information of Bid shall be clearly marked "Technical
Bid".
4.
Pre-bid meeting will be held on May 03, 2021 at 11:00 AM in the
office of the Deputy Director Works, University of Lakki Marwat.
5. The
envelop of “Price Bid" shall be accompanied by Bid Security in the amount
of minimum of 2% of Estimated Price without indicating the figure in the
letter, and in the form Bank Guarantee or Deposit at Call issued by a scheduled
bank in Pakistan in favor of Treasurer/Accountant, University of Lakki Marwat Khyber
Pakhtunkhwa.
6. If
Bidder did not provide an affidavit along with Technical Bid stating that necessary
Bid Security is sealed with the envelope/Packet of Price Bid. Then the
Technical Proposal will be considered as non-responsive.
7.
Bidding Documents shall be issued to the original contractors/firms/companies
or their/his authorized agent (through a stamped paper of value Rs. 30.
8. The
amount of additional bid security shall be equal to the impact of financial
difference occurring in the quoted rates beyond 10% below engineer estimate and
will be dealt with Khyber Pakhtunkhwa Notification No. KPPRA/M&E’Estt/1-17/2019-20
dated June 12, 2020.
9. Envelopes
of "Technical Bid" and "Price Bid" shall be submitted at
the address of Deputy Director Works by 10th May at 11:00 AM
through Courier. The envelope containing Technical Bid shall be opened on 10/05/2021
at 11:30 AM. Bids received after the prescribed/arranged time and date are
not acceptable.
10.Technically Qualified is must for Bidders on the basis of
information/evidence provided with the Bids, as per the Criteria prescribed/arranged
in the Bidding Documents/Papers.
11. In the presence of Bidder's representatives Envelopes of Price
Bids of only "Technically Qualifying Bidders" will be opened
who choose to attend at the date and time to be determined and communicated
later.
12. Envelopes of "Price Bid" of Bidders who fail to qualify/success
shall be returned/back to them unopened/closed.
13. University of Lakki Marwat, Khyber Pakhtunkhwa reserves full right
to reject all bids at any time prior to acceptance of a bid as per Clause 47 of
the KPK Procurement Rules, 2014 and grounds of rejection/dismissal will be
conveyed/sent to the bidders upon their request/application.
