Pakistan Railways Headquarters Office Lahore Request for Proposal


Pakistan Railways Headquarters Office Lahore has released a Request for Proposal in Date of 21 April 2021 in different Daily Newspapers of Pakistan.

 

REQUEST FOR PROPOSAL

 

Pakistan Railways Headquarters Office Lahore Request for Proposal (RFP) are invited as per PPRA Rules-2004 with two stage two envelopes procedure for Technical and Financial Bids for purchase of electricity generated by solar power plants of various capacities to be designed, financed and installed by the Successful Bidder at Pakistan Railways Premises over the system on Electric Supply Company (ESCO) model under Power Purchase Agreement (PPA) arrangement.

2. The assumptions, assessments, statements and information contained in this RFP, may not be complete, accurate, adequate or correct for the purposes of Bidders.

3. The Bidders are required to undertake their independent assessment and to seek independent professional advice on any or all aspects of this RFP. No decision should be based solely on the basis of the information provided in this RFP. Pakistan Railways will not be liable to reimburse or compensate the recipient for any costs fees, damages or expenses incurred by the recipient in evaluating or acting upon this RFP. All information submitted in response to this RFP becomes the property of the Pakistan Railways.

4. Any Bidi response to this RFP shall be construed based on the understanding that the Bidder has done complete and careful examination of the RFP, has visited sites and has independently verified and satisfied itself regarding all the information received.

5. This RFP does not constitute a guarantee or commitment of any manner on the part of the Pakistan Railways that the Bidder shall be selected or agreement for purchase of electricity will be concluded. Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of any Bid by Pakistan Railways. Pakistan Railways is under no obligation to award a contract to any Bidder as a result of this RFP.

6. Pakistan Railways reserves right in its full discretion, to modify this RFP and/or its terms and conditions at any time, or to revoke the bidding process at any stage, including after the award to the successful Bidder, in each case with or without assigning any reason and without incurring any liability to reimburse or compensate the recipient or any Bidder for any costs, taxes, expenses or damages incurred by the recipient or any Bidder in such event.

7. RFP documents are available at Deputy Chief Electrical Engineer/Incharge, Pakistan Railways Headquarters Office, Lahore from 26th April, 2021 to 26th May, 2021 during office hours. The pre-bid meeting will be conducted on 10th May, 2021 in the office of Dy: Chief Electrical Engineer/Incharge at 11:00 hours. The technical proposals will be opened on 26th May, 2021 during office hours as per PPRA Rules-2004 with two stage two envelopes procedure in the presence of representatives of consultants/ firms.
