Pakistan Public Works Department Tender Notice

Pakistan Public Works Department has released a Tender Notice in Date of 15 April 2021 in different Daily Newspapers of Pakistan.

SINGLE STAGE-SINGLE ENVELOPE

Sealed tenders/bids on the basis of percentage rate are hereby invited for execution of the following works from eligible constructors/firms duly enlisted/registered with: (i) Pakistan Engineering Council (PEC) in relevant specialized technical category and financial license limit, and (ii) Pak. PWD (for financial limit up to Rs. 4.00 million), having renewal up to 30/06/2021:

TERMS AND CONDITIONS:

1. purchased by constructors/firms during office hours latest up to 30/04/2021 on cash payment (non-refundable) of fee prescribed as above against each work, from office of the Executive Engineer, Central Civil Division, Pak. PWD, Abbottabad on written application over the firm's original letter head.

 2.  Eligible constructors/firms/companies will be issued tender documents for the above-mentioned works based on scrutiny of their written application, which must be accompanied by a bid security @ 3% of the NIT amount of each of the works in shape of deposit at call/CDR from a scheduled bank in Pakistan, in favour of the Executive Engineer, Central Civil Division, Pak. PWD, Abbottabad, clearly mentioning the name of firm, otherwise tender documents will not be issued to the applicant firm on the grounds of the application being incomplete and non-responsive. To be considered valid, the aforesaid CDR must have a date of issuance falling after the date of advertisement of this NIT in print/electronic media and on or before the date of submission of application by the constructor/firm. Call deposit/CDR of the balance amount out of the overall bid security @ 3% of the bid amount, i.¢., 3% of the difference in amount between the bid amount and the NIT amount must accompany the tender/bid within its sealed envelope, otherwise the tender/bid will be deemed non-responsive. To be considered valid, the aforesaid CDR must have a date of issuance falling after the date of advertisement of this NIT in print/electronic media and on or before the date of opening of tenders/bids.

 3. The application of a constructor/firm must be accompanied by attested copies of CNIC of owner(s) of firm, valid registration with PEC as constructor in the relevant specialized technical category and financial limit or with Pak. PWD, as the case may be, along with valid renewal upto 30/06/2021, a certificate from Inland Revenue Department/FBR showing the firm's valid Income Tax registration and documentary proof of its presence on Active Taxpayer List (ATL) and being e-filer, NTN validity certificate along with its date, and partnership deed in case of partnership or affidavit of owner declaring himself the sole proprietor of the firm, whichever is applicable, otherwise tender documents will not be issued on the grounds of the application being incomplete and non-responsive.

 4, The constructor/owner of the firm will submit his application on firm's original letter head separately of each work for issuance of tender documents, in person. In case of partnership, only the person(s) whose names are mentioned in partnership deed/Form-H will be permitted to do so and/or sign the tender/bid form and all other bidding and contract documents. No authorization/attorney of any person whosoever will be accepted.

 5. Pay orders and demand drafts will not be accepted.

 6. All deposits at call/CDRs once received, will be credited into Government account and returned through Government cheque. Bid security/CDRs of first, second, and third lowest bidders will be retained till acceptance of tender/bid and refunded to unsuccessful bidders afterwards through Government cheque.

 7. An undertaking, duly authenticated by Oath Commissioner, on judicial stamp paper of Rs. 100/- to the effect that the firm is neither involved in any litigation/arbitration with, or abandoned any work in any Government department including Pak. PWD, nor blacklisted as a result, shoutd be provided with the tender/bid, otherwise the tender/bid will be deemed non-responsive.

 8. Certificate, duly authenticated by Oath Commissioner, on judicial stamp paper of Rs. 100/- to the effect that all documents and particulars/information furnished by the firm are true and correct, should be provided with the tender/bid, otherwise the tender/bid will be deemed non-responsive. Any constructor/firm providing fake and/or false information will be liable to legal action and/or disqualification/rejection of its tenders/bids and recommendation for blacklisting by PEC/Pak. PWD.

 9. Bidding shall be done on % above/at par/below on the Bill of Quantities (BOQ) costs/amounts of various sub heads (and not on individual items of work). The BOQ will be a part of tender documents.


10. Preparation, submission as well as evaluation of tenders/bids will be carried out in accordance with “Single Stage-Single Envelope” procedure. Tenders/bids complete in all respects should reach in sealed envelopes in office of the undersigned, up to 11:00 am on 03/05/2021.

 11. No tender document will be sold and bid received by post/telephonically/through email or on the date of opening of tenders/bids.

 12. Tenders/bids shall be opened on 03/05/2021 at 11:30 am in office of the undersigned, in presence of those bidders/firms who may like to attend the session. In case of any unforeseen reasons, public holiday, unrest, or force majeure on the afore-mentioned date, tenders/bids shall be opened on the next working day at the same place and time.

 13. All applicable Federal, Provincial and Local taxes and duties must be kept in view by the bidders/firms while preparing their tenders/bids and included in their quoted rates/bid prices.

 14. Bidders/firms will be required to provide a detailed analysis of workability/viability of their respective quoted rates/tenders/bids, if deemed necessary.

 15. Non-responsive, incomplete, or late bids will not be entertained and rejected forthwith.

 16. Interested firms are encouraged to visit the site of work. Submission of tender/bid by a constructor/firm implies that it is fully conversant with the site as well as scope of work and the terms and conditions laid down in tender documents and this NIT.

 17. The competent authority and the undersigned reserve the right to reject any or all of the tenders/bids as per PPRA Rules, at any time prior to final acceptance. The decision of competent authority on acceptance or rejection of a tender/bid shall be final and binding on all constructors/firms. No claim whatsoever on the basis of cost incurred by firms for preparation of tenders/bids will be entertained.

18. In case of joint venture, a legal agreement between the parties would be invariably required.

 19. In case if tenders not sold/opened due to unavoidable/unforeseen circumstances on 1" schedule date, 2” schedule will be implemented. up to 07/05/2021 during office hours and receiving of tender documents up to 10/05/2021 at and will be opened on same date at 12:30 pm.
