Government of Khyber Pakhtunkhwa Office of the Executive Engineer has released a Notice inviting of E-Bidding in Date of 16 April 2021 in different Daily Newspapers of Pakistan.

Terms & Conditions for E-Bidding

 

Interested Bidders can download Bid documents/papers up to one day prior to the opening date from irrigation Department web site (www.irrigation.gkp.pk)

 

1. Electronic bidding shall be done on above / below system on Billing of Quantities Engineer's estimate, based on the MRS applicable.

 

2. All bidders are required to have valid registration with K P K Revenue Authority established under the K P K Finance Act, 2018 (K P K Act XX! of 2013).

 

3. All the contractors / firms shall provide attested photocopies of PEC Renewal / registration license code mentioned above for the financial year 2020-21.

 

4. Electronic bids shall be submitted on or before the fix date / time.

 

5. The bidder shall submit through courier 02% bid security on the estimated cost including professional Tax/ Stamp Duty accompany with the bidding documents in sealed envelope.

 

6. Uploading/ Attachment of CDR is mandatory for participating tender process.

 

7. Comparative statement of Tenders will be available to participating contractors on their respective dashboard.

 

8. Successful bidder/ Contractor of Tender will receive electronic work order in their respective dashboard.

 

9. Any contractor found to be indulging in corrupt or fraudulent practices can permanently or temporarily bar (Under the KPPRA rule 44), from participating in procurement process of Irrigation Department Khyber Pakhtunkhwa

 

10. In case of bid / rate quoted by the bidder more than 10% below engineering estimate, the additional bid security shall be sought from the successful bidder only to the extent of bid more than 10%.

 

11. If the performance bond or bank guarantee (which ever the case may be) is not provided by the bidder in the required period, the bid security of the defaulting bidder will be forfeited.

 

12. Any bidder who provided incorrect information shall stand disqualified and will be debarred.

 

13. Successful bidders should sign the agreement with the Department within Twenty-Eight (28) days after acceptance of bid.

 

14. Call deposit of schedule banks shall be acceptable.

 

15. If the evaluated electronic bid costs of two or more bidders are equal then the successful bidder will declare through draw / toss.

 

16. Electronic bids will be displayed through online E-Bidding system after 30 minutes of closing time in the presence of bidders / their representative who choose to be present.

 

17. The employer has the authority to reject any E-Bids assigning valid reasons.

 

18. Bid security of 2" lowest bidders will be retained by the employer till the approval of bids and fulfillments of condition No’s of NIT.

 

19. Bidders shall provide NTN / STRN (Sales Tax Return) and experience of the same nature work with the tender documents.

 

20. The defect liability period of O2 years (all allied accessories) & warranty for solar panels for 20 years shall commence from the date of commissioning of the Tube well and shall be provided on stamp paper.
