Executive Engineer Small Dams Division Islamabad has released a Tender Notice in Date of 8 April 2021 in different Daily Newspapers of Pakistan.

1. Sealed Bids are invited under single stage two envelope bidding procedure as per Clause 38 (2)(a) of PPRA Rules 2014 on items rate basis in District Chakwal for the project “Construction of Mahota Dam - Construction of Check Weir and Lift Irrigation Scheme (Package-Il)” from the contractors of Irrigation Department who have got their names / Firms registered / renewed in the suitable category for the recent financial year 2020-21.

 

2. The bidding documents including the post qualification criteria for the project “Construction of Mahota Dam — Construction of Check Weir and Lift Irrigation Scheme (Package-ll)” in District Chakwal can be purchased from the date of publication from the office of the Executive Engineer, Small Dams Division, Islamabad or from the office of Chief Monitoring, Programme Monitoring & Implementation Unit, irrigation Department Lahore on production of cash / demand draft in favour of Executive Engineer, Small Dams Division, Islamabad as mentioned below which is non-refundable during the office hours up to 31.05.2021. No tender will be sold after office hours on 31.05.2021.

3. Sealed / Bids must be delivered to bid opening committee at Irrigation Secretariat old Anarkali Lahore up to 14:00 hours on 01.06.2021. Technical bids will be opened at 14:30 hours on the same day in the presence of the committee and bidders / their authorized representatives. But financial bids will be opened later on of those bidders who will be technically qualified. The non-qualified bidders in the technical proposals will not be considered / eligible for participation in financial proposal.

 

4. The contractors / Firms who desire to purchase biding documents will have to furnish the original documents to Executive Engineer, Small Dams Division, Islamabad, Chief Monitoring, Programmed Monitoring & Implementation Unit, Irrigation Department Lahore regarding Enlistment / Renewal with Irrigation Department 2020-21 and registration with Pakistan Engineering Council for the year 2020-21, original receipts for payment of professional tax.

 

5. A pre-bid meeting will be held at 14:00 Hrs on 25.05.2021 in the office of Project Director, Small Dams Circle-l, Islamabad.

 

6. All the bidders should satisfy themselves about site, location, conditions prevalent at site and its accessibility because successful bidder will have to mobilize to the site of work within 07 days after issuance of acceptance letter.

 

7. The procurement of work will be governed under PPRA Rules 2014 (Updated) and Tender / bidding document of Government of Punjab.

 

8. Details of works & Specifications can be seen in the office of the Executive Engineer, Small Dams Division, Islamabad on any working day during office hours, but earlier than closing time for sale of bidding documents.

 

9. The bids must be delivered to the committee in sealed envelope by intending bidders in person or through their authorized agents. Sending bid by post or other ways, shall not be entertained.

 

10. Conditional and incomplete bid submitted by any bidder will be considered non responsive.

 

11. The final acceptance of tenders shall rest with competent authority and reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The obtaining agency shall upon request / application communicate to any contractors or supplier who submitted a proposal or bid, the grounds for its rejection / dismissal of all proposals or bids, but it is not necessary to justify those grounds.

 

12. Bid security in shape of bank guarantee only from any scheduled bank, in favour of the Executive Engineer, Small Dams Division, Islamabad amounting to rupees mentioned in the table at Sr. No. 2 must be enclosed in the sealed envelope of technical proposal accompany the bid, failing which liable to rejection of the bid.

 

13. The committee will evaluate/estimate the bidders for their eligibility / suitability under the selection criteria / Standards provided to bidders along with bidding documents / Papers, and will qualify the bidders for their participation / Contribution in financial bids.

 

14. The successful bidders shall have to execute an agreement with the Executive Engineer, Small Dams Division Islamabad for execution of work, within seven days of issuance of acceptance letter and deposit the requisite performance security as well as quality assurance security (In case of bid is blow than Technical Sanctioned Estimate) in shape of bank guarantee within the period of 15-days after issuance of notification of acceptance of tender under relevant Clauses of “General Directions for the guidance of tender” for contract agreement and latest instructions issued by Finance Department in this regard.

 

15. The work will be executed as per Design / Drawings approved by the competent authority and related specifications Vol-I-II & Ill.

 

16. In case of any gazette holiday on 01.06.2021, the date of receiving and opening of bids will be considered as next working day at same venue time mentioned at Serial No.3.
