D.G. Khan Punjab Irrigation Department has released a Tender Notice in
Date of 16 April 2021 in different Daily Newspapers of Pakistan.
1.
Sealed tenders are invited based on item rate against market system (MRS)
Bi-annual (1st January 2021 to 30 June 2021) District
D.G.Khan from the approved contractors of Irrigation Department who have got
their firms enlisted in the suitable category for the current financial year
2020-21.

Bidding documents can be purchased from the office of the Chief Monitoring PMIU
Irrigation Secretariat Lahore or Executive Engineer D.G.Khan Construction
Division Irrigation Department, D.G.Khan upto 03.05.2021 during office
hours at a non-refundable tender fee Rs. 10000/-. No bidding documents
will be sold/traded on the date of receiving of tenders.
3. The
tenders on forms IB-389 will be received by the Tender Opening Committee on 04.05.2021
at 11:30 AM in the committee room of Irrigation Secretariat Old Anarkli Lahore,
the tender will be opened on the same date at 12:00 PM in the presence
of contractors or their authorized representatives who care to remain present
at the occasion.
4. The
contractors / firms who desire to obtain bidding documents shall have to
produce the enlistment / renewal of their names with Irrigation Department
registration with Pakistan Engineering Council for the current financial year
2020-21. Govt. Chief Monitoring PMIU Irrigation Secretariat Lahore or Executive
Engineer D.G.Khan Construction Division Irrigation Department, D.G.Khan shall
issue the bidding documents after verification of all documents.
5. All
the bidders should satisfy themselves about site location, prevailing
conditions at the site and its accessibility because successful bidder will have
to mobilize at site of work.
6. The
bidding documents must be delivered by the intending bidders in person or
through their authorized agents to the tender opening committee in sealed
envelope. Any bidding documents/files received by post shall not be interested.
7. The
conditional, incomplete & overwritten tender submitted by the bidders will
be liable to be rejected.
8. The
tender opening committee may reject all tenders at any time prior to the
acceptance of the tender.

Earnest money @2% of the estimated/projected cost as specified/detailed
against each work in shape of deposited at call drawn in favour of Executive
Engineer, D.G.Khan Construction Division, D.G.Khan.
10. security to the tune of @5% of the bid amount from any
scheduled bank or in cash with the office of the Executive Engineer, D.G.Khan
Construction Division, D.G.Khan. He will have to furnish list of his site
Engineers / Technical Staff / Machinery to be deployed by him on the Project
before the start of work at site.
11. In case the tendered amount is less than 5% of the approved
estimate amount, the lowest bidder will have to deposit additional performance
security as per Notification No. RO(Tech)FD1-2//83V1(P) dated 06.04.2006
prescribed therein.
12. The work will be executed according to the specifications &
design / drawings approved by the competent authority.
13. The successful bidder will have to submit Construction Schedule
within specified mobilization period for its approved & will adhere to the
approved construction schedule thereof. In case of failure, the contractor/firms
will be answerable to pay for the loss, advantage & damages occurred.
14. The contractor will establish material testing laboratory for all
type of relevant test.
15. In case of any dispute, the case will be referred to the
Superintending Engineer, Project Circle Irrigation, D.G.Khan whose decision
will be final & binding for both the parties.
16. The payment will be made according to the actual work done subject
to the clearance by the Consultants / Departmental Committee or any other
agency & subject to availability of funds.
17. The contractor will have no right to claim any interest on account
of delay in making payment for work done because of non-receipt of funds well
in time.
18. All bidders must sign each page of bidding documents.
19. All bidders must fill and sign the Tender Form / Application Form.
20. Only contractors / authorized person having power of attorney can
purchase / attend bid opening meeting / sign the Financial Bid as required
under Clause 16 of “General Directions for the Guidance of the Tender”
